Ciera's Story

The reason WeaveONE exists

My daughter Ciera is autistic. She was diagnosed with autism, ADHD, and ARFID. Her diagnosis came in Year 9 — late, like so many girls who mask. She developed severe anxiety and a phobia of school after lockdown. She couldn't go back. There was a lengthy hospital stay. Years in the CAMHS system. Meetings where professionals talked about her, not to her.

With an EHCP, Ciera moved to NESCOT in Surrey — their specialist 14-16 provision with a 1:1 SEND worker. She went through various therapies — but what actually helped was being amongst animals. She stayed at NESCOT for three years with a 1:1 teacher, graduating with distinction in animal management, despite never being able to cope in a traditional classroom.

She became a reptile specialist, handling every species and discovering a gift for helping nervous customers connect with animals. That experience became the foundation for everything that followed. Read her inspiring story here — so many of her customers can relate.

In July 2025, Ciera launched Pets on the Green — her own animal-assisted therapy practice in Warlingham, Surrey. She's getting fully booked each day, running 4-5 sessions daily. She's 19, AAT-qualified, enhanced DBS checked, licensed by Tandridge Council, and she cares for over 40 animals. And she is helping so many kids, many going through the EHCP process.

The Problem

What we saw from the inside

As Ciera's dad, I sat through every meeting, chased every report, and fought for every provision. I saw how the EHCP process punishes parents who don't know the system — and how even the parents who do know it are drowning in paperwork, jargon, and statutory deadlines that nobody explains.

When Ciera started her own practice, I saw the other side too. Therapists spending their evenings writing reports instead of being with their families. Schools buried under spreadsheets tracking provisions nobody can find. Parents getting update letters that say nothing. Everyone working hard — but nothing joined up.

The system isn't broken because people don't care. It's broken because the tools don't exist.

About Tom O'Rourke

Software engineer, AI architect, and now Co-Founder of WeaveONE. I spent over 30 years building enterprise platforms — most recently as Director of SaaS Engineering at VMware, leading a global team delivering mission-critical services for some of the world's largest organisations.

I hold IPSEA Level 1, Level 2, and Level 3 professional certification in SEND law (the Independent Provider of Special Education Advice) — the same curriculum used to train local authority caseworkers, SENDIASS advisers, and SEND professionals across England. Level 2 covers the advanced curriculum: inclusion law, the duty to specify, annual reviews, transport, mediation, children's and adult social care law, health care provision, early years frameworks, and mental capacity. Level 3 is the expert practitioner qualification. Pathway's entire knowledge base has been built from and validated against this professional training.

Throughout my career I've guided products through the highest levels of security and compliance certification — the kind of rigour that governments and regulated industries depend on. I brought that same discipline to WeaveONE because your child's data deserves the same protection as any Fortune 500 company's.

But the reason WeaveONE exists isn't my CV. It's watching Ciera thrive and knowing that thousands of other families are still stuck in the system we escaped.

Where It All Started

Pets on the Green

Pets on the Green is Ciera's animal-assisted therapy practice in Warlingham, Surrey. She runs private sessions, SEN and EHCP programmes, care home visits, and after-school clubs — all structured as low-arousal, no-pressure environments designed around what actually works for neurodiverse individuals.

WeaveONE was built here first. Every feature was tested in a real practice, with real children, real EHCPs, and real local authorities. It's not a product designed in a boardroom — it's a product that grew from the ground up, shaped by the daily reality of SEND work.
